Liao Chong-guang was the second mayor of Xiluo Town during the Japanese occupation .His term of office from Taisho 13 (1924) to Showa 11 (1936) for a total of 12 years, and made outstanding contributions to the political, economic, cultural and educational development of Xiluo .Especially in promoting the Xiluo urban correction plan and promoting the construction of Xiluo Bridge, which had a far-reaching impaction. In Xiluo urban correction plan Liao Chong-guang led the rectification of the Xilou streets,he took the lead in demolishing his house on Xiluo Street, and negotiated with the Bank of Japan to give loans to the people at low interest rates to reduce the financial burden. In just 4 years, he completed the correction of Xiluo streets, laid the foundation of the Xiluo urban plan, and had a far-reaching impact on the development of Xiluo. At that time, the appearance of the new houses on Xilou street had their own charactristics, especially the gables were decorated with so many different symbols .It did not look messily at all, on the contrary it looked beautiful and unique until now .  

廖重光是日治時期西螺街第一位台灣籍街長，於大正13年（1924年）至昭和11年（1936年）擔任三屆共12年，對西螺的政經文教發展做出了卓越貢獻，尤其在推動西螺市區改正計畫和促進西螺大橋建設方面，影響深遠。 廖重光引領市街改正，率先拆除自己在西螺街的房子，並與日本銀行協商，以低利率貸款給予民眾，以減輕經濟負擔。他在短短4年內完成了西螺延平路市街改正，奠定了西螺都市計畫的基礎，對西螺的發展影響深遠。當時改建的街屋立面各具特色，山牆裝飾百家爭鳴，卻又不顯凌亂，整條街屋充滿著美感。
